Ciara is Policy and Advocacy Officer at the Irish Refugee Council, a position she took up in July 2022. In this capacity Ciara drives our policy and research work, conducting advocacy, drafting policy documents, and amplifying the voice of our clients. This role involves identifying trends in policy and practice with regards to Ireland’s reception system, liaising with government and stakeholders and at domestic and EU level, and advocating for international best practice.

Prior, Ciara worked as a Caseworker with the Information and Referral team, providing information and advice on a range of issues associated with the international protection process.

Before joining IRC, she worked as psychosocial liaison officer with Spirasi, Ireland’s National Centre for Survivors of Torture, and at with Mercy Law Resource Centre, working on housing rights and social welfare law. She holds a BA(Hons.) in English, Media, and Cultural Studies from IADT, Dun Laoghaire, and an LLM in International Law and International Human Rights Law from Dublin City University.
